I just got a 6 wk. old CHI-WEENIE DOG, he has little tufts of hair coming off his sides and belly?

Now i got these little red bumps all over me. They ITCH. I thought it was sarcoptic mange, but everything I've read about it says it affects the ears and eyes. His are clear. It's just on his belly, and top of his head. PLEASE help. I can't afford a vet bill.
