What can I do to make my budgie happy & not make him feel all alone?

Hmmm maybe get your budgie a Companion! That will keep him busy. Everyone needs company. And when your brother brings the cats to the cage both birds can panic together and calm each other down. I never have 1 bird i always have 2 ! Hope i helped! ♥ =D
