Sociopathic/psychopathic question..........?

In studying sociopathic behavior I learn that one glaring personality defect is that these folks have absolutely no conscience. I have not yet been able to determine if this is learned behaior,. or if one is born this way? Do small children exhibit no conscience when they do something wrong? If so, at what general age does it begin? Any insight out there in Yahooland?
